Ntp not updating system time

The hardware clock is physically present and continues to run from battery power even if the system is not plugged into a power source, this is how the time stays in place when there is no power available.

NTP needs more than one server to compare against, vote and pick the 'best' time source from.

If this is a virtual server then there are other things you need to do to keep ntp in check on linux.
